Problem:
How do I move the Outlook Navigation Bar back from the left side to the bottom
Solution:
First find this registry key:
Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Common\ExperimentEcs\Overrides
In here create a string key called:
Microsoft.Office.Outlook.Hub.HubBar
Then set the value to false and then restart Outlook.
